"อิมเมจใหม่" "โจทย์ใหม่" ของผู้บริหารสยามพิวรรธน์คนนี้ หลังแปลงโฉม ต้องทำให้ลูกค้ามองพาราไดซ์พาร์ค เป็นภาพเคน ธีรเดช หล่อ ฉลาด และรักครอบครัว แต่ก็ใช่ว่าจะทิ้งลูกค้าเสรีเซ็นเตอร์เดิม เพราะเป็นลูกค้าที่มีกำลังซื้อ การออกแบบ จึงเป็นศูนย์เทเลอร์เมดสำหรับชุมชนจริง ๆ รัศมีครอบคลุม 10-20 ก.ม.

ทำให้การทำงานทุกขั้นทุกตอน "ชฎาทิพ" ใส่ใจในทุกรายละเอียด เพื่อให้เป็นสวนสวรรค์ของการช็อปปิ้งจริง ๆ จึงไม่แปลก ที่งบฯการลงทุนรีโนเวตครั้งนี้จะบานปลายจาก 2,500 ล้านบาท เป็น 3,200 ล้านบาท ทั้ง ๆ ที่มีอายุสัญญาการเช่าที่ดิน 2.9 แสน ตร.ม.แห่งนี้เหลืออีก 15 ปีเท่านั้น

ที่สำคัญ ถ้าการรีโนเวตไม่เจ๋ง ไม่โดดเด่น ทำครึ่ง ๆ กลาง ๆ แล้ว ยิ่งถ้าซีคอนสแควร์ หรือเซ็นทรัลบางนา ทุ่มงบฯปรับโฉม ครั้งใหญ่ ก็คงเป็นการยาก ที่จะแจ้งเกิด

แต่ด้วยโจทย์ที่ต้องเป็น "เทรนด์เซตเตอร์" รูปแบบการทำงานจึงต้องทุ่มเทและตั้งใจ ซึ่งหลังจากเปิดพาราโดซ์พาร์คแล้วนั้น ต้นเดือนกันยายน "ชฎาทิพ" เตรียมที่จะแปลงโฉมสยามเซ็นเตอร์ เพื่อตอกย้ำโลโก้ "แฟชั่นและเทรนด์เซตเตอร์" อีกรอบ

"การทำธุรกิจรีเทลที่ต้องเรียนรู้ทุก ๆ วัน เนื่องจากตลาดเปลี่ยน ลูกค้าเปลี่ยนมีคู่แข่งเก่ง ๆ เกิดขึ้นมากมาย ศูนย์ต้องเติม แม็กเนตใหม่ ๆ เข้ามาสร้างสีสัน ซึ่งเดิม การรีโนเวตศูนย์ จะทิ้งช่วงประมาณ 7 ปี แต่ตอนนี้ 3-4 ปี ก็ต้องคิด ต้องทำแล้ว"

ซึ่งแนวทางใหม่ จะปั้นสยามเซ็นเตอร์ เพื่อเป็น "แฟลกชิปสโตร์" ของแต่ละสินค้า ซึ่งแม้ว่าแบรนด์จะไม่ต่างจากศูนย์อื่น แต่ไลน์อัพและคอลเล็กชั่นสินค้า จะเป็นจุดขาย สร้างความแตกต่าง

ขณะเดียวกัน โดยโพซิชันนิ่งของสยามเซ็นเตอร์ จะปรับเปลี่ยนไปบ้าง

จากเดิม คนมองว่า สยามเซ็นเตอร์คือวัยรุ่น ก้าวไปสู่ใครก็ได้ ที่ young @ heart

รูปลักษณ์ใหม่ของ "สยามเซ็นเตอร์" เป็นการศึกษาจากเทรนด์ของศูนย์การค้าต่างประเทศที่กำลังนิยม ใช้โทนสี แสงสร้างความต่างของอารมณ์และความรู้สึก ซึ่งแต่ละชั้นจะไม่เหมือนกัน รวมถึงโซนด้านหน้า จะปรับพื้นที่ลานด้านหน้าและบันได ที่เป็นสัญลักษณ์ของสยามเซ็นเตอร์ในรูปแบบใหม่ พร้อม ๆ กับ "สยามดิสคัฟเวอรี่" ที่ลงทุน 1 พันล้านบาท เนรมิตพื้นที่ 8 พัน ตร.ม.ในชั้น 6-7-8 เตรียมเปิดพิพิธภัณฑ์มาดามทุสโซ, ลานสเกตไอซ์แพลเนต และร้านอาหาร 40 แห่ง ที่จะเข้ามาแทน "Multi-Purpose Hall" ฮอลล์อีเวนต์ ที่วางไว้เดิม และเลื่อนไปเปิดตัวช่วงต้นปีหน้า

ก้าวย่างตลอด 25 ปี ของ "สยามพิวรรธน์" จากสยามเซ็นเตอร์-สยามดิสคัฟเวอรี่ สยามพารากอน สู่พาราไดซ์ พาร์ค แม้ว่าจะไม่มากในแง่ปริมาณ แต่สำหรับ "คุณภาพ" แล้วนั้น เป้าหมายการ ขับเคลื่อนด้วยกลยุทธ์ผู้นำ "เทรนด์ เซตเตอร์" คงยากที่ใครจะปฏิเสธ

Wal-Mart, Tesco May Be Welcomed by India Consumers, Survey Says

India’s consumers will probably welcome the entry of overseas retailers such as Wal-Mart Stores Inc. and Tesco Plc, according to a survey conducted by a management school.

Eighty four percent of respondents in a survey conducted in New Delhi by the Birla Institute of Management Technology said they supported allowing foreign direct investment in India’s retail industry. The Noida, Uttar Pradesh-based institute said it surveyed 660 people. It didn’t provide a margin of error.
The findings were submitted to the trade ministry, which had invited views. Bentonville, Arkansas-based Wal-Mart is urging India’s government to lift curbs on the retail industry’s operations in the world’s second-most populous country. Total retail sales in India will grow from 16.3 trillion rupees ($350 billion) this year to 25 trillion rupees in 2014, Business Monitor International estimates.

“Customers are definitely going to benefit on price, and better quality of service,” said Kartik Dave, an associate professor at the management school.

Overseas companies are restricted to 51 percent ownership in single-brand outlets or 100 percent ownership in wholesale stores in India.

Wal-Mart may open “hundreds of stores” in India once the government allows foreign direct investment in the South Asian country’s retail industry, Raj Jain, managing director of the Bharti Group’s wholesale venture with Wal-Mart, said last month. The world’s biggest company has also said India’s inflation would slow by at least two percentage points should the government permit increased foreign investment in retail.

Carrefour SA has said it may opt for a franchise model in India.

Top retailers seek 51 per cent FDI in multi-brand retail

NEW DELHI: Two of the world's top retailers, Walmart and Carrefour, vying for a cut in India's organised retail pie, have asked the government to
allow up to 51 per cent foreign investment in multi-brand retail.

India allows 51 per cent foreign direct investment (FDI) in single-brand retail and 100 per cent FDI in cash-and-carry or wholesale trading. It has not allowed foreign companies to run multi-brand stores in India.

Walmart has partnered with the Bharti group to operate cash-and-carry wholesale stores and intends to continue the tie-up for multi-brand retailing.
"Bharti Walmart believes that FDI in multi-brand retail should absolutely be permitted, and ideally without any restrictions (i.e. fully open at 100 per cent)," the company said in a letter to the commerce ministry.

"Full opening of FDI in retail will create the conditions for the greatest flow of investment to the back-end with the related benefits for farmers, small businesses and consumers," it added.

Carrefour, which is also drawing up plans to roll out such wholesale formats, also supports a more relaxed foreign investment policy.

"Any cap or restrictions on FDI in this sector may result in potential loss of opportunities and avenues of inclusive growth of the retail sector," said Carrefour.

The Walmart and Carrefour views were in response to the the commerce ministry's recent move to solicit feedback on the subject.

"Should the government be of the view for staggered opening of the sector to FDI, the cap should be kept such that a foreign retailer is entitled to make a minimum of 51 per cent investment with rights to manage the company and bring about efficiency in the operations and induct the best industry practices," said Carrefour.

Both retailers recognised the fact that political pressure existed for not opening up the sector, but said the move would help tame inflation, build the back-end infrastructure and result in better prices for farmers.

Bharti Walmart said it was not in favour of having a fixed per centage of investment in back-end operations, one of the suggestions put forth by the government in the discussion paper, as it could turn out to be counter-productive.

"Given the state of the supply chain in India, much of the investment in the back-end will be up-front, particularly in the initial years. A fixed per centage of investment on the back-end could therefore lead to a misallocation of resources and take away from where they are most needed to create efficient supply chains," said Bharti Walmart.

"Any stipulation for minimum investment of any fixed per centage in the back end infrastructure, beyond what the foreign retailers are planning to do, will put undue and additional pressure on the profitability margin expected from the retail operations and negatively influence the viability of the operations," said Carrefour.

นายกอบชัย จิราธิวัฒน์ กรรมการผู้จัดการใหญ่ บริษัท เซ็นทรัลพัฒนา จำกัด (มหาชน) หรือซีพีเอ็น ผู้บริหารศูนย์การค้าเซ็นทรัล พลาซา, เซ็นทรัล เฟสติวัล และเซ็นทรัลเวิลด์ เปิดเผยว่า แผนการลงทุนของบริษัทในปี 2553 และ 2554 จะใช้งบลงทุนรวม 7,000 -8,000 ล้านบาทต่อปี สำหรับการลงทุนในโครงการขนาดใหญ่ โดยบริษัทเตรียมแผนปรับปรุงเซ็นทรัลพลาซา ลาดพร้าว ด้วยเงินลงทุนเกือบ 4,000 ล้านบาท แบ่งเป็นการลงทุนของศูนย์การค้ากว่า 2,200 ล้านบาท และห้างสรรพสินค้าเซ็นทรัลอีกกว่า 1,500 ล้านบาท โดยภาพลักษณ์ใหม่จะอยู่ภายใต้แนวคิด More Rewarding Experience เน้นเจาะกลุ่มเป้าหมายคนรุ่นใหม่ ที่มีรายได้สูง เพิ่มพื้นที่โซนร้านอาหาร ภัตตาคาร อีก 50% และเพิ่มแม็กเนตด้านแฟชั่น โดยเฉพาะร้านค้าแบรนด์เนม ที่เคยเปิดให้บริการในเซ็นทรัลเวิลด์ จะเข้ามาเปิดให้บริการเพิ่มอีก 20% นอกจากนี้มีการเพิ่มพื้นที่จอดรถอีก 500 คัน ทำให้มีที่จอดรถเพิ่มขึ้นเป็น 3,000 คัน รวมทั้งการทำทางเดินเชื่อมต่อกับรถไฟฟ้าใต้ดิน เพื่อให้ลูกค้าที่เข้ามาใช้บริการเกิดความสะดวกสบายยิ่งขึ้น โดยจะปิดปรับปรุงเป็นเวลา 6 เดือน นับจากวันที่ 15 กุมภาพันธ์ 2554

"ขณะนี้จำนวนลูกค้าที่เข้ามาใช้บริการในศูนย์การค้าเซ็นทรัลพลาซา ลาดพร้าวลดลงประมาณ 20% มีลูกค้าเข้ามาใช้บริการเฉลี่ย 1.5 แสนคนต่อวัน หลังจากที่มีการปรับปรุงสาขาลาดพร้าวแล้ว คาดว่าจะได้กลุ่มลูกค้าใหม่ๆ โดยเฉพาะระดับเอและบีบวกเพิ่มขึ้นอีก 20% โดยตั้งเป้าที่จะมีลูกค้าเข้ามาใช้บริการเฉลี่ย 1.5-1.7 แสนคนต่อวัน"

สำหรับเซ็นทรัลพลาซา ลาดพร้าว ได้รับการต่อสัญญาเช่าพื้นที่กับการรถไฟแห่งประเทศไทย ด้วยระยะเวลา 20 ปี เริ่มจากปี 2552 มีพื้นที่กว่า 47 ไร่ เป็นพื้นที่ค้าปลีก 3 แสนตารางเมตร โดยศูนย์การค้าเซ็นทรัลพลาซา ลาดพร้าวมีพื้นที่เฉลี่ย 1.4 แสนตารางเมตร หลังการปรับปรุงสาขาลาดพร้าวแล้วเสร็จ ค่าเช่าพื้นที่ภายในศูนย์จะปรับขึ้นกว่า 10% โดยปัจจุบันทำรายได้เป็นอันดับ 2 รองจากเซ็นทรัลเวิลด์ โดยมีสัดส่วนกว่า 10% ของรายได้ทั้งหมด
นายกอบชัย กล่าวต่อไปว่า ในปีนี้บริษัทยังใช้งบลงทุนกว่า 500 ล้านบาทสำหรับปรับปรุงเซ็นทรัลพลาซา ปิ่นเกล้า ซึ่งจะแล้วเสร็จในเดือนธันวาคมศกนี้ ขณะที่การพัฒนาศูนย์การค้าในรูปแบบของโอเพน แอร์ มอลล์ ในย่านศรีนครินทร์ ที่เดิมมีแผนจะดำเนินการในปีนี้นั้น บริษัทจะชะลอออกไปก่อน และทำการศึกษาแผนการลงทุนอีกครั้ง เนื่องจากมีโครงการขนาดใหญ่ที่มีความสำคัญและต้องลงทุนก่อน ขณะเดียวกันจะดำเนินการศึกษาโครงการโอเพน แอร์ มอลล์ในทำเลอื่นๆ ที่มีความเหมาะสมด้วย ส่วนแผนการพัฒนาโครงการศูนย์การค้าเซ็นทรัลพลาซา เชียงราย, พิษณุโลก และพระราม 9 ยังคงดำเนินต่อเนื่องและคาดว่าจะเปิดให้บริการในปี 2554

สำหรับผลประกอบการของบริษัทในปีนี้ คาดว่าจะมีรายได้เพิ่มขึ้น 14-15% ตามเป้าหมายที่ตั้งไว้ แม้จะเกิดสถานการณ์ต่างๆที่ส่งผลกระทบต่อการดำเนินการของบริษัท โดยรายได้ของบริษัทมาจากการปรับขึ้นค่าเช่าเฉลี่ย 10-20% ในศูนย์การค้าต่างๆ ซึ่งมีทั้งหมด 16 ศูนย์ ขณะที่การทำประกันภัยของเซ็นทรัลเวิลด์ ซึ่งทำประกันไว้ครอบคลุมทุกกรณีทั้งวินาศกรรม และการสูญเสียโอกาสทางธุรกิจ โดยวงเงินการทำประกันมีมูลค่าสูงกว่า 3,000 ล้านบาท ดังนั้นแม้จะต้องใช้เงินลงทุนในการปรับปรุงศูนย์การค้าเซ็นทรัลเวิลด์ ซึ่งเกิดความเสียหายจากสถานการณ์การชุมนุมทางการเมืองในช่วงที่ผ่านมา เป็นจำนวน 2,800 ล้านบาท ก็จะไม่ส่งผลกระทบต่อการลงทุนในโครงการอื่น ทั้งนี้การพิจารณาของบริษัทประกันภัยในต่างประเทศจะสามารถสรุปได้ภายในเดือนกันยายนนี้

กลยุทธ์ ร้านขวัญเรือน ท่ายาง กรณีศึกษาค้าส่งภูธร


ในยุคที่ห้างค้าปลีกค้าส่งขนาดยักษ์ หรือโมเดิร์นเทรด เข้ามาบุกยึดครองตลาดค้าปลีกค้าส่งแทบเบ็ดเสร็จ ก่อให้เกิดความกังวลว่า ร้านขายของชำรายย่อยแบบโบราณ หรือที่เรียกกันติดปากว่า “โชวห่วย” จะต้องสูญพันธุ์ไปในที่สุด แต่สำหรับผู้ประกอบการร้าน “ขวัญเรือน” ใน อ.ท่ายาง จ.เพชรบุรี อาศัยข้อได้เปรียบในฐานะเจ้าถิ่น เข้าใจธรรมชาติผู้บริโภคในพื้นที่ลึกซึ้ง ผสานกับพัฒนาตัวเองอยู่เสมอ ช่วยให้โชวห่วยรายนี้ ไม่เพียงแต่ประคองตัวอยู่รอดได้เท่านั้น หากยังยืนหยัดได้อย่างแข็งแกร่งอีกด้วย

***ลูกแม่ค้า แจ้งเกิดตลาดสด*** ขวัญเรือน สุขนิรัญ เจ้าของร้าน “ขวัญเรือน” วัย 40 ปี เล่าว่า ครอบครัวทำมาหากินค้าขายอยู่ในตลาดสด อ.ท่ายาง จ.เพชรบุรี ชีวิตจึงคลุกคลีอยู่ในตลาดสดตั้งแต่จำความได้ และด้วยข้อจำกัดของฐานะทางบ้าน โอกาสการศึกษาต้องหยุดแค่ ป.6 หลังจากนั้น ออกมาช่วยค้าขายอยู่ในตลาดเรื่อยมา ด้วยความเป็นคนขยันและทุ่มเท เธอสามารถตั้งตัวเปิดร้านโชวห่วย ขนาด 1 คูหาของตัวเองได้ในวัยเพียง 26 ปี แต่เวลานั้น ยังอ่อนประสบการณ์ ประกอบกับมีปัญหาชีวิตคู่ กิจการในช่วงแรกๆ จึงประสบปัญหาอย่างมาก ถึงขั้นเป็นหนี้สะสางกว่า 2 ล้านบาท

“ตอนนั้น ดิฉันพยายามทิ้งปัญหาเก่าๆ กลับมาตั้งต้นใหม่ โดยเจรจาขอผ่อนใช้หนี้กับบริษัทซับพรายเออร์ต่างๆ เน้นรักษาวินัยชำระคืนให้ตรงต่อเวลา แล้วค่อยๆเคลียร์หนี้ทีละราย จนผ่านไปกว่า 2 ปีสถานการณ์เข้าสู่ภาวะปกติ และมีกำไรมาหมุนเวียนกิจการ นอกจากนั้น ได้รับความช่วยเหลือจากเอสเอ็มอีแบงก์ (ธนาคารพัฒนาวิสาหกิจขนาดกลางและขนาดย่อมแห่งประเทศไทย) รีไฟแนนท์จากธนาคารเดิมช่วยแบ่งเบาอัตราดอกเบี้ยต่ำลง ทำให้มีสภาพคล่องมากขึ้น” ขวัญเรือน เล่าย้อน ***ชูกลยุทธ์ราคาถูกและหลากหลาย*** ร้าน “ขวัญเรือน” มีทั้งส่วนค้าส่ง หรือที่เรียกแบบบ้านๆ ว่า “ยี่ปั้ว” กับส่วนค้าปลีก สำหรับส่วนค้าส่ง ได้ขยายกิจการ ย้ายมาตั้งร้านที่ อ.ท่ายาง จ.เพชรบุรี บนพื้นที่กว่า 300 ตารางวา เมื่อราว 7 ปีที่แล้ว มีจุดแข็ง คือ ราคาสินค้าโดยเฉลี่ยจะถูกกว่าในห้างโมเดิร์นเทรด เนื่องจากยอมที่จะได้กำไรส่วนต่างน้อยกว่า อีกทั้ง มีสินค้าหลากหลาย กว่า 5 พันรายการ โดยเฉพาะสินค้าบางประเภท ซึ่งไม่สามารถหาได้ในห้างดัง แต่คนท้องถิ่นมีความจำเป็นต้องใช้ จะสามารถมาหาได้ที่ร้านขวัญเรือน

“เนื่องจากดิฉันเป็นคนท้องถิ่น อยู่ในตลาดตั้งแต่เกิด ทำให้รู้ว่า ความต้องการที่แท้จริงของผู้บริโภค สินค้าบางอย่างห้างอาจมองข้าม หรือเป็นสินค้าชุมชน ซึ่งมาตรฐานยังไม่สามารถเข้าห้างได้ แต่ชาวบ้านต้องการใช้ เราก็จะนำสินค้าเหล่านี้มาขายด้วย” เจ้าของร้าน เผยและอธิบายต่อว่า “สำหรับเคล็ดลับสำคัญ คือ เมื่อซื้อสินค้ามาแล้ว ต้องปล่อยออกให้เร็วที่สุด โดยพยายามซื้อสินค้าจากบริษัทผู้ผลิตโดยตรง ตัดขั้นตอนผ่านตัวแทนตรงกลาง ซึ่งจะทำให้ได้สินค้าต้นทุนต่ำ สามารถมาขายต่อได้ในราคาที่ถูกกว่าสินค้าในห้าง เมื่อลูกค้ามาซื้อสินค้าได้ในราคาถูก ทำให้เกิดกระแสบอกต่อว่า ไม่จำเป็นต้องไปซื้อที่ห้างก็ได้ เพราะร้านขวัญเรือน มีสินค้าที่เขาต้องการครบถ้วน ราคาถูกกว่า และอยู่ในท้องถิ่นใกล้บ้าน” เจ้าของกิจการ เผย ***ยกระดับโชวห่วยชนห้างยักษ์ *** ร้านแห่งนี้ ยังให้ความสำคัญด้านพัฒนาความสามารถตัวเอง โดยเฉพาะการบริหารสต๊อก ลงทุนกว่า 1.5 ล้านบาท นำระบบไอทีมาใช้ตรวจนับสินค้าและคุ้มบัญชีการเงิน อีกทั้ง จัดอบรมพนักงานในสังกัดกว่า 26 คน ในด้านวิธีจัดสต๊อกสินค้าแบบมืออาชีพ ทั้งจัดเรียง และวางตำแหน่งสินค้า เป็นต้น

ภายใต้โกดังเก็บสินค้า
นอกจากนั้น ยังมีบริการเสริมแบบที่ห้างยักษ์ใหญ่ทำให้ไม่ได้ เช่น มีรถซาเล้งบริการวิ่งส่งสินค้าภายในชุมชน จัดโปรโมชั่นพิเศษในรูปแบบเฉพาะตัว และเนื่องจากลูกค้าส่วนใหญ่เป็นคนรู้จักมักคุ้นกันเป็นอย่างดี การบริการจึงเป็นไปอย่างอะลุ่มอล่วยมีความยืดหยุ่นสูง ช่วยให้เกิดความผูกพันใกล้ชิดระหว่างผู้ซื้อและลูกค้า ขวัญเรือน ระบุว่า ตั้งแต่เปิดร้านขายส่งมากว่า 7 ปี ไม่เคยหยุดแม้แต่วันเดียว โดยเปิดบริการตั้งแต่ 4.00-23.00 น.ทุกวัน ส่งผลให้ปัจจุบัน ร้านแห่งนี้ถือเป็นยี่ปั๊วรายใหญ่ประจำท้องถิ่น มีเงินหมุนเวียน ประมาณ 10-11 ล้านบาทต่อเดือน ลูกค้าหลักคือ ร้านโชวห่วยขนาดย่อยๆ ในท้องถิ่น อ.ท่ายาง และใกล้เคียง ทั้งใน จ.เพชรบุรี เรื่อยไปถึง จ.ประจวบคิรีขันธ์

ในส่วนขายปลีก เธอ เผยว่า ได้ปรับปรุงร้านในตลาดสดให้กลายเป็นมินิมาร์ทสมัยใหม่ครบวงจร ขนาด 3 คูหา ใช้ชื่อร้านว่า “ขวัญเรือน” เช่นกัน ภายนอกตกแต่งร้านสวยงาม เป็นห้องกระจก ติดเครื่องปรับอากาศ พนักงานสวมใส่ยูนิฟอร์ม และมีรูปแบบบริการแบบมืออาชีพ ขณะเดียวกัน เน้นจุดแข็งเช่นเดียวกับร้านขายส่ง คือ ราคาสินค้าถูกกว่าร้านสะดวกซื้อเจ้าดัง และมีสินค้าให้เลือกหลากหลาย ช่วยให้กิจการเป็นไปได้ด้วยดี มียอดซื้อกว่า 600 บิลต่อวัน

“ดิฉันพยายามพัฒนาให้แข่งขันกับรายใหญ่ได้ เพราะส่วนตัว ไม่ชอบอยู่ภายใต้ชื่อใคร ของเราก็ดีเหมือนกัน ไม่ต้องพึ่งแบรนด์ต่างชาติเท่านั้น"
“ดิฉันพยายามพัฒนาให้แข่งขันกับรายใหญ่ได้ เพราะส่วนตัว ไม่ชอบอยู่ภายใต้ชื่อใคร ของเราก็ดีเหมือนกัน ไม่ต้องพึ่งแบรนด์ต่างชาติเท่านั้น อยากให้ลองมาสัมผัส จะรู้ว่าโชวห่วยฝีมือคนไทยก็สร้างความประทับใจได้ไม่แพ้กัน” ขวัญเรือน ย้ำอย่างมั่นใจ

Allow 100 pc FDI in multi-brand retail: Carrefour to Govt


NEW DELHI: Promising to create a strong infrastructure and thousands of jobs in India, French retail major Carrefour has called for allowing 100 per cent FDI in multi-brand stores, and said that the move would ease inflationary pressures.

The government has taken a tentative step to open the politically sensitive sector, which employs 34 million people, to global players with the Department of Industrial Policy and Promotion (DIPP) releasing a discussion paper on the issue.

"Any cap or restriction on FDI in this sector may result in potential loss of opportunities and avenues of inclusive growth of the retail sector," Carrefour has said in its suggestions recently to the industry ministry.
It, however, said if the government wants staggered opening of the sector, the FDI cap should be kept such that a foreign retailer is "entitled to make a minimum of 51 per cent investment with rights to manage the company...".

The firm said each store of 50,000-60,000 sq ft sales area could provide about 200 direct and 250 indirect jobs.

"As per our estimates, if Carrefour starts its retail operations in India, in about 10 years, we would provide direct and indirect employment opportunities to approximately 20,000 people in the stores itself," the firm said.

While global players like USA's WalMart and German-Metro want the government to completely open the sector to foreign investments, Indian business chambers like Ficci and Assocham favour calibrated liberalisation.

India allows foreign investment only in single-brand retail, with FDI cap of 51 per cent.

Carrefour said, "(FDI in multi-brand retail) will help in controlling the inflation rate by offering more competitive and rationalised prices of products to consumers and reduction of wastage across India's farm-to-fork supply chain," it said.

Inflation in India is hovering at about 10 per cent. The French firm said that improving supply chain and logistics will enable retailers to enhance overall competitiveness, decrease the prices offered to consumers and reduce wastage.

"Carrefour has plans to built appropriate back-end infrastructure to support the retail operations," it said.

The back-end infrastructure includes contract farming, local sourcing, cold chains and other logistic supports.

As per estimates, India loses fruits and vegetables worth thousands of crore rupees annually due to lack of proper cold chains and back-end infrastructure.

Worries of monopoly in Thailand Retail sector after Carrefour withdrawal


The Thai retail industry may have a better competitive edge if Big C Supercentre or Berli Jucker takes over the local operations of Carrefour. Otherwise, the industry will be monopolised in the near future if the French brand’s outlets are acquired by Tesco.


Currently, the retail business in Thailand is in effect an oligopoly, dominated by a few large companies. Retailers, therefore, have high bargaining power with suppliers. Although customers have enjoyed the resultant low-price policy of these retailers, consumers may suffer in the long run when the industry is dominated by only one retailer.
Carrefour, a French conglomerate and the world’s second-largest retailer, is planning to leave Singapore, Malaysia and Thailand, and is seeking offers for its units in these countries. Many companies have shown interest in taking over Carrefour’s outlets, of which there are now 41 in Thailand.

Central Retail Corp could be in the running to take over Carrefour’s hypermarket business in Thailand, estimated to be worth US$500 million (Bt16.2 billion) to $600 million, as the French retailer is seeking to dispose of its Southeast Asia assets.

Potential bidders are Big C, which is operated by the France-based Casino Group, and Tesco Lotus, a UK-based retailer and Thailand's largest retail entrepreneur. Berli Jucker is the only candidate that has never been involved in the retail business before. It is a manufacturing and trading conglomerate whose chairman is liquor tycoon Charoen Sirivadhanabhakdi.

An academic expert in the business said the retail business in Thailand was being challenged because of a lack of regulations governing the sector.

"Currently, retailers can open new businesses independent-|ly. Although there are some re-gulations such as the City Plan-ning Act and the Trade Competition Act, these laws do not forbid the aggressive expansion of the business nationwide," said the source.

Under the Trade Competition Act, if any enterprise has more than 75 per cent market share in an industry, it must split off |companies to prevent over-|dominance. However, in prac-|tical terms, those subsidiary |firms still belong to the mother company, which has full authority to instruct them to follow its policies. The act cannot prevent the expansion of the retail or any business.

Thailand now has too many retail outlets, in particular hypermarkets, compared with the population and density in each community.

"Carrefour has decided to move out of Thailand as it cannot compete in this unregulated environment. Carrefour has gradually expanded its business while some competitors have aggressively expanded, aiming to dominate the market," said the source.

According to a Commerce Ministry report, the incomes of the four retail giants have grown each year along with the rising numbers of new outlets. The income of Tesco Lotus is almost double that of its nearest competitors because it has the highest numbers of outlets. In 2008, the income of Tesco Lotus exceeded Bt130.06 billion, Big C had Bt76.51 billion, Makro had Bt73.18 billion, and Carrefour's income was Bt27.97 billion.

Jit Siratranont, a board member of the Thai Chamber of Commerce, said the Thai retail industry was heading towards a monopoly as the government had not seriously enforced the Retail and Wholesale Business Act to regulate the business.

He expected to see only one or two large modern retailers in the future. As a result, Thai consumers would have limited choice, and would face high prices in the long run.

Jit added that because of the low bargaining power of Thai suppliers, they would be unable to refuse to pay high entrance fees to ensure that their products were sold at these large outlets.

A senior official at the Internal Trade Department said that if Berli Jucker took over Carrefour, it would be the best outcome for the retail industry. More competitors would be in the market to balance the bargaining power of other players.

Moreover, the Thai style of operation was better at compromising than foreign styles.

Right now, Thai consumers may not see any negative impact from the retail oligopoly, as they enjoy cheap goods. However, they will suffer in the long run as giant retailers gradually destroy rival Thai enterprises. Once a single giant retailer dominates the market, Thai consumers will pay the price.

According to the Internal Trade Department, the number of hypermarket stores in the Kingdom has increased considerably in the past decade, from only 65 outlets to 851. There are now 685 Tesco Lotus outlets, 78 Big C outlets, 41 Carrefour stores, and 47 Makro stores.
